Chris has been a practicing lawyer for over 40 years. Named as a “Top Rated Lawyer” in Banking and Finance in Baltimore, Chris has been the Chair of the Business Law Department of Semmes, Bowen & Semmes, one of Baltimore’s oldest and largest law firms, and has served on the Firm’s Management Committee.
Chris is a former President of the Bar Association of Baltimore City and has served two terms on the Maryland State Bar Association’s Board of Governors. He is a former co-Chair of the American Bar Association’s Maryland Fellows. During his career, he has held numerous posts in both the Bar Association of Baltimore City and the Maryland State Bar Association.
Chris was elected as a State Delegate in 2014, defeating his nearest Primary and General Election opponents by better than 2-1. In Annapolis, Chris is a member of the Health and Government Operations Committee and has served on numerous workgroups and task forces during his two-year tenure, including the Justice Reinvestment Act task force, the Death with Dignity task force, the Procurement Reform taskforce and the punitive damages workgroup.
Chris is a former Executive Director of the Maryland State Republican Party and a former Chairman of the Baltimore County Republican Party. From 1980 through 2002, he served many terms as Counsel to the Maryland Republican Party and was legal counsel to all three Ehrlich for Governor campaigns.
Chris was the President of the Ruxton-Riderwood-Lake Roland Area Improvement Association, currently sits on the Board of the Ruxton Area Foundation and twice served as Senior Warden of Emmanuel Episcopal Church, where he also chaired the Church’s 125th Anniversary Capital Campaign. He formerly served on the Board of the Radio Reading Network of Maryland for the Blind and Disabled and currently is on the Board of the Thomas Wilson foundation, which annually makes significant contributions to assist underprivileged children in Baltimore City.
Chris is a former Vice Chairman of the Maryland State Arts Council and for many years served on the Board of the Young Victorian Theatre Company, including serving a six-year term as President.
Chris has been married for 25 years to the former Anne Winter. Anne is a former Board Chairman of The Learning Bank of Baltimore and a former Board chair of Baltimore Outreach Services, recently served on the Boards of Meals on Wheels of Central Maryland and the Maryland SPCA and currently is a member of the Board of the Enoch Pratt Free Library. Their son, Christopher Harrison West, works as an EMT for an ambulance company in Baltimore County.
