Maryland has a serious highway congestion problem and needs major infrastructure improvements; however, the Transportation Trust Fund is starved for money because Governor O’Malley raided it. He used over $1 billion of money earmarked for transportation needs to balance his operating budget. Fortunately, Governor Larry Hogan has put an end to such raids. Maryland Corporate Income Taxes

Martin O’Malley raised Maryland’s corporate income tax from 7% to 8-1/4%, while Virginia’s corporate income tax is only 6%. Experts in corporate relocation will tell you that any corporation planning to relocate consults a checklist to winnow down the potential states where the business will relocate, and the very first item on the checklist is the corporate income tax rate.   Read more…

Gun Control

The Issues

As a lawyer, I am a strong supporter of the U. S. Constitution. The Second Amendment has been authoritatively interpreted to protect a law-abiding citizen’s right to possess firearms. The Supreme Court has allowed that reasonable restrictions can be placed upon gun ownership. But the operative word in that sentence is “reasonable”.   Read more…

Natural gas is a very clean form of energy, and recent break-throughs in extraction techniques have identified enough easily extractable (hence cheap) natural gas to supply U. Maryland’s fine schools represent one of its biggest and best achievements. For the past five years, Education Week has ranked Maryland’s public schools as first in the country. I pledge to continue to support measures in Annapolis that will keep Maryland at the top of this prestigious ranking. The Death Penalty

The Issues

I support the death penalty and would have voted against repeal. I have no moral objections to capital punishment and am comfortable that, with all of the protections provided defendants in capital cases by existing State law, including the mandated use of DNA testing and video confessions, with the State providing defendants in capital cases with excellent defense counsel, and with all of the appeals accorded those convicted of capital offenses, it is hardly conceivable that an innocent person could be executed in Maryland.   Read more…

The Issues

The Maryland State Retirement and Pension System has been horribly mismanaged. The State has made generous promises of future benefits to its employees, and the way things are going, the retirement and pension system is headed for bankruptcy.
